If a normal citizen needs to meet an I.A.S. officer (Additional Sacretary,Govt.of India) personally, then he most have some addtional politician support. First hurdle he has to face is to get permission to enter via the outer main gate of the Building their he has to show any of his identity Card. Then second hurdle he has to face is to get gate pass from the common reception of the building, after conforming his reason to visit there, if anyhow he manage to take gate pass then he has to go to meet the P.A. of that (Additional Sacretary,Govt.of India).
Then, he has to ensure him his purpose of visit. If he finds that his reason is genuine and preferable, than the P.A. of I.A.S., make query with the I.A.S.
